Good on the Perl stuff.  But you shouldn't be starting ZipTie as root.  See this FAQ entry:

The perlcheck shows everything is OK and I verified ownership.  When I run the server.sh as root some files get created with root ownership so it won't let me even start it via the init script.  In order to start it again I have to chown everything back to ziptie.
