I don't see any problem with packaging the installer downloads as .deb.tgz ...

Can we just change the packaging from a .deb to a .deb.tgz? That would fix the problem. Might shrink the DL too. Trouble seems to be that the group that controls the mirror doesn’t control the web-servers, and the mime-mapping has to be changed there.

It looks like that links is still bad, which wouldn't be so noticeable if that wasn't the first mirror on the download page. If they're not going to fix that download any time soon, maybe it would be good to move that mirror to the end of the list.
