[Dev] reports broken

So this big reports bug will make it so that we have to put out a 2008.04c :(.

Hopefully Brett and I can get things cleaned up on Monday and post a new reports bundle to the forge for existing 2008.04b users.  Once tested on derby and mysql then we'll post a c release (without fanfare), no later than COB tuesday.

Any other concerns?
