I've made a few modifications to our CVS configuration so if anyone 
notices any issues please let me know.

A few changes of note.
 1. You can no longer commit files without a comment.  The commit will 
be rejected.
 2. CVSROOT files should now be managed through CVS (with the exception 
of passwd)
 3. Only brettw, lbayer, dwhite, and rkruse can commit to CVSROOT (not 
that anyone else has ever tried).  Other users' commits will be rejected.
 4. 2 and 3 mean that henceforth changes to the 'modules' file must be 
done through CVS instead of SSH'ing.

A few things that I haven't done yet, but I plan on (sooner or later).
 1. Fixing the commit/bugzilla correlation script so that it isn't so 
slow.  I'm sure everyone has noticed that some commits are just too slow.
 2. Adding more commit checks to better enforce some of our policies.
 3. Create a wiki page describing our commit policies.  I would love 
some input on some of the policies that we should enforce.
 4. Remove all references to viewvc from our processes.  Fisheye is the 
new black.
 5. ?
