[Dev] NetScaler adapter

Just checked in a NetScaler adapter (ziptie.adapters.citrix.netscaler) to CVS, This one is SSH-SCP, and gets a .tgz of the device config and breaks out the text configs. It models core plus RAM, CPU, and Interfaces. Restore isn't supported in the adapter because I can't seem to find a command for these that allows for a restore operation. I'll throw a copy out on ZipForge.
