[Dev] ZipTie 2007.12b Ready for Download

The 2007.12b release of ZipTie is now ready for download from http://www.ziptie.org/download.  The mirror links will be updated within the next day, but you can download 2007.12b from the ziptie.org site by using the links provided at the bottom of the page.

This minor release simply focused on clearing out the ZipTie Bugzilla.  We were able to close out 63 bugs and minor enhancements.
