[Dev] 2008.04 tag

i18n reports are indeed broken, therefore I have created a branch tag on 2008.04 on which to make the fix.  This branch will eventually become 2008.04b.  Following our convention, the branch tag is 'b2008_04'.  If you have any changes you think should be in a 'b' release, please create a workspace from the branch tag and check-in changes there followed by merging them into the head where appropriate.

Because I anticipate a 'b' release to cover bugs found in wider release in the coming weeks, as well as the fact that i18n reporting has yet to be tested, don't be too surprised to see a branch appear.  However, when that happens we will only need to merge check-ins we care about going into a 'b' release so the 'overhead' should be quite low.  I more than most got burned by waiting too long to branch last release and as a consequence DAR (Digital Architect, Japan) wound up being checked out from the tag, not the branch - which made my life hell when merging stuff for them.
