[Dev] Check-in for 2009.07b on the HEAD

After a discussion with Brett on Friday we decided that the best way to 
go forward is for all 2007.09b check-ins to go into the HEAD.
When we get to a point where we have work for 09+ we will branch, but 
not until then.  This should remove the hassle of merging code.

If you do have code to check-in for 09+ please contact me.  I suspect we 
have a bit of work for 09b first though, so I don't think this should be 
a problem.

This means that no code should be checked into the HEAD unless it is for 
09b.
