[Dev] More new bundles

We have deleted the ³SNAPSHOT² bundles that we got from Spring from the
TargetPlatform project.  Some of these SNAPSHOT bundles also happened to be
providing services such as apache commons logging and apache commons
collections.  We also had a weird thing going on with org.ziptie.net.util
being the bundle that was supplying log4j to everyone.  All this has been
cleaned up.

There are now two new bundles:

org.ziptie.log4j
org.ziptie.apache.commons

A lot of bundle manifests changed as well, so basically just select all
projects and update.  An ³ant clean dist² should set you right.  If it
fails, something wasn¹t updated, as the build was been verified on OS X and
two Linux systems.
